Associate Director of Energy Equity Programs – The Associate Director of Energy Equity Programs will direct programs on rural and industrial clean energy, energy equity and affordability. The position also serves as the Division’s chief of operations, including oversight of the federal State Energy Program; GIS mapping/visualization; budget and procurement coordination for the Division; and public media support to the agency and related Division public media operations, including web pages and social media. Broadly, the position supports clean energy development, assures that energy and economic equity and energy affordability are prioritized across policies, initiatives, programs and related goals and objectives of DE and the Commonwealth of Virginia. The position will have a significant role in support of energy policy development and legislation.
Energy Efficiency and Finance Programs Manager – the Energy Efficiency and Financing Programs Manager will serve as an Energy Division subject matter expert on energy efficiency programs, policies and practices. This will entail working closely with other energy efficiency and related subject matter experts within the agency, other agencies of the Commonwealth, utilities, regulators, industry, energy customers and other stakeholders and partners. Additionally, this position is to manage an ever-evolving portfolio of financing programs for clean energy projects. Financing programs and mechanisms may include public (federal and state) and private sources of capital, and may involve rebates or incentives, revolving loan and Loan Loss Reserve (LLR) funds and bond financing. The position will manage and support Commercial Property Assessed Clean Energy (C-PACE) financing programs, the Clean Energy Fund administered by the Center for Innovative Technology (CIT), and VirginiaSAVES successor financing programs. The position will assist in facilitating the Virginia Clean Energy Advisory Board and development and implementation of LMI solar and energy efficiency loan and rebate programs, and may assist in development and implementation of energy efficiency programs for affordable housing with partner agencies, as determined by availability of funding from Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI) and other sources. Broadly, the position supports energy efficiency policy development, initiatives, financing, programs and related goals and objectives of the Commonwealth of Virginia and the Department of Mines, Minerals and Energy. The position will have a significant role in support of energy policy development and legislation.
